How the Pennsylvania WIOA numbers are made

  • Programs: every program in the fields on this site that Pennsylvania approved for WIOA funding, from the US Department of Labor's file for program year 2024 (July 2024 to June 2025).
  • People WIOA paid for: each program's count of people who trained there with a WIOA training account. Programs report it only from 3 people up, and some report nothing, so the totals are minimums.
  • Per 100,000 residents: approved programs divided by the Census Bureau's population estimate for July 1, 2024.2
  • Metro areas are the Census Bureau's; a program counts where its classes are held.

How reliable are the Pennsylvania figures?

We leave out the share working 6 months later for Pennsylvania: its rates sit far below every other state's, and the counts suggest jobs were traced only for students whose training was publicly paid.
